I don't believe that there's a way to do it without a modchip, and even then you might also need a Gameshark/Action Replay depending on the make of your chip.
You might be better off buying a PS1 and using a backup method on it (chip, plug-in gizmo, or someone might've (finally) developed a boot-disc without my knowing). It's easier than modding a PS2, and lower risk (since PSOnes are pretty cheap).
You DO NOT WANT to miss out on Tobal 2.
Alternative #2: the ePSXe emulator plays Tobal 2 nicely on a PC, and you can either buy a PSX-design-knockoff joypad or use an adaptor to hook up a real PSX controller.
