One could probably make a case for it because whenever they let Flair cut a promo (which isn't often), he completely upstages the guy he's managing who still looks at his feet when he tries to cut a promo.

First and most importantly it is, has , and always will be 'Wooo', not 'Whooo'. Who is who and woo is woo and never should the two be confused.
