Yep, it looks like they are doing it again - this time by slipping the broadcast flag into an appropriations bill.

Uh. ..it says that it's a bad thing, but it doesn't really go into great detail about what exactly it is or why it is bad. Neither does the link you provided, so perhaps I'm missing something. I just wondered if someone could possibly explain it to me or point me in a more helpful direction. Thanks.
