The votes were tallied from here, the TSM forums, the PVP forums, and the RvB forums.
A first place vote was worth 3 points, second place worth 2 points, and third place vote was worth 1 point. With that said, here are the games that were voted the top 10 of 2003.
#10 - NCAA Football 2004, 20 points #9 - Call of Duty, 22 points #7(tie) - Soul Calibur 2 and Final Fantasy X-2, 23 points #6 - Mario Kart Double Dash!!, 26 points #5 - Viewtiful Joe, 29 points #4 - Prince of Persia: The Sands of Time, 32 points #3 - WWE Smackdown: Here Comes the Pain, 38 points #2 - The Legend of Zelda: The Wind Waker, 51 points
and, the #1 game of 2003 is............
Star Wars Knights of the Old Republic! In a landslide vote, with 99 points!
I'll have the full list posted after I get done posting the results on the other forums, and sort through the rest of the list to get them in order.
KOTOR made me remember how much fun Star Wars could be. After the new movies, I think that was a pretty big accomplishment. So congrats to a great (if spectacularly buggy) game! Zelda, Double Dash, and Soul Calibur 2 for bringing the excellence to 2003 as well.

I would be greatly stunned if any child ANYWHERE picks up a violent game and says "Hey, this game looks really cool, because it'll improve my perception skills." It's a welcome side effect, not a selling point.
